Reality Winner, a 25-year-old Air Force veteran and linguist working as a Pluribus International contractor at an NSA facility in Georgia, mailed a top-secret May 5, 2017 NSA report to The Intercept describing how GRU operatives had spear-phished U.S. election infrastructure vendor VR Systems and targeted state and local election officials before the 2016 presidential vote. The Intercept published the five-page document on June 5, 2017, prompting the Election Assistance Commission to issue an urgent bulletin to states the next day calling the report "credible." Winner was arrested on June 3, 2017 and prosecuted under 18 U.S.C. § 793(e) of the Espionage Act, which the defense noted afforded no public-interest defense. On August 23, 2018 she was sentenced in federal court in Augusta, Georgia to 63 months in prison — at the time the longest sentence ever imposed in federal court on a journalist's source for an unauthorized disclosure of national-defense information, a benchmark the prosecution explicitly framed as intended to "give pause to others" entrusted with sensitive material. Much of the same GRU activity she disclosed was later confirmed in Special Counsel Robert Mueller's July 2018 indictment of GRU unit 74455. Winner was released to home confinement and a halfway house in June 2021, and her case became a touchstone for debates over whistleblower protections, classification abuse, and Espionage Act overreach.
